Those changes make sense for the vast majority of the battles that we get in the campaign.

I don’t recall seeing anything like your basic “meeting engagement” where  a couple of cruisers just meet along the border and decide to scrap, which is where I think the existing  WS rules would be more appropriate, so keeping a carve out for that probably does not apply.
