Dramatic SFB: AoPF Lyran encounters

Lyran encounter update:

Convoy raid: Lyran BC did some posturing then decided to disengage.  Kzinti
victory.

Terrain defense:  Kzinti destroy the Lyran Pal-TT but are unable to capture
the GCLs.   Lyran Victory.

Lyran Catnip Duchy is RTA.
