Not the kind of book keeping you would normally see. Often times, you
would see an XP system. This is where each ship (or fleet, if such units
are a thing in the book keeping) accrues a variable amount of points
from battles. These points would eventually provide certain officers
/et. al./ at certain levels. Often this is a book keeping headache, but
bearable in comparison of the other book keeping chores such a campaign
often uses.
Dramatic SFB is intentionally "book keeping light". More in line with
that effort, crew quality would be an option to purchase for ships. Each
would effectively be another refit on top of what is available. So you
would have a Fed CA, CAR, CAR+, CA w/ good crew, CA w/ navigator, CA w/
navigator and good crew, CAR w/ good crew, CAR w/ captain, CAR+ w/....
/ad nausium/.
Early in the development of the software, it was envisioned that
scenario rewards would include things like gifting certain things to
"the largest ship" or "the smallest ship" in the scenario. Such as
giving a ship a certain partial-X-refit or a legendary officer of a
certain type. As things matured, it was decided that such options would
have to be enshrined in the database in order to carry-over from turn to
turn and to balance BPVs properly.
As you can see from above, it would take the current database of over
6,800 units and give each ship something like 10 more variants. Beyond
what such an effort would do from a data-entry perspective or how the
server will winnow through those, you can look at your build orders
drop-down and envision 10 entries for every single current entry that
you see. Then try to pick out the *one* entry that you want to build of
those available.
