Dramatic SFB: Does no one read any of my emails?

Cool....so I may or should end up acquiring another border with someone I
have borders with. And yeah I understand the role playing aspects...just
because a planet gets abandoned doesnt mean it would have stayed that way.
Usually something caused it. Like having another empire push you out.
