Dramatic SFB: ? TB's and FT's

Free Traders (FTs) are civilian ships. As such, they *do not* have 
mines. This is found on the SSD and further referenced in the 
description of the CPL (R1.29) and BSC (R1.35).

Orion FTs (OFTs) *do* have mines. Not only does the SSD have them, but 
so do the Q-Ships that the OFT is representing.
