Per the normal tug rules (G14.21) and (G14.334), you use the move cost 
and turn mode given on the Tug SSD for the number of pods attached to 
the tug. The scenario states that the GSA begins the scenario attached 
to the given tug, so that tug uses the MC and TM of a single pod attached.

I often make a log of the points spent on commander's options, for 
reference and so I can tell my opponent after the battle. I log these in 
the "Notes" tab of the Map window.

Unfortunately, you cannot "reveal" these notes in the same fashion as 
you reveal seekers. So your opponent has to take your word for it.

Guards can be assigned by going to the SSD, selecting "Assign Guards" 
from the same drop down that gives you "Assign Damage" and "Edit Ship". 
After selecting "Assign Guards" and hitting the "GO" button, select the 
box you want to guard and a list will pop up. In the case of collective 
systems (such as warp engines and scanner tracks), select the first item 
in the list. For weapons and such, select the item in the list you wish 
to guard.

I have tried to be specific in the campaign rules when an empire has a 
non-fleet tug as their non-combat model. The reason to call out 
non-combat models, is because the Klingons and Kzinti (and perhaps 
others) have two tugs and discrimination was needed. Since there is no 
exception made for the ISC, use the ISC fleet tug.

Since I did not cover it before, and it appears the ISC tug really can't 
run with just a single GSA attached, I so rule that you should use a 
cargo pod as the second pod. I have updated the scenario-specific rules 
to reflect this, but it will not update for you until next turn.

No. Pods must be built, the same as ships. You can assign a built pod to 
a scenario and a tug can carry it (if there is a tug present). But note 
that if the scenario states that the tug is carrying something (a GSA in 
the case of the above scenario) and the pod that you bid to the scenario 
cannot fit on that tug, then it must be attached to a different tug (if 
a second tug could be assigned) or left to run independently (as covered 
in the campaign rules.)
