Klingon Empire Amended Encounter Report.

Convoy Raid 633 - Earth Federation Front has an illegal fleet with a move cost exceeding 3.5 (their fleet is at 3.67).  However even if they withdraw one ship to become legal; they still outgun my fleet, which will withdraw.
