Dramatic SFB: economic or combat BPV?

Use the EBPV if the base in question is marked as a scout on the Master 
Ship Chart (MSC). Otherwise use Combat BPV.

However the BPV of "free" units are not used in determining the 
overwhelming force, nor of things such as the BPV used to determine Base 
sizes in Colony Raids or the size of space monsters. Those sorts of 
things use only the assigned units provided by the players.
