They also don't improve (much). they are pretty strong at this point, 
but don't really increase in strength at the same pace as their neighbors.

The Vudar barely exist in this year. They have all of 4(?) hulls until Y175.

Jindarians are moderately-strong in this year, but become 
death-on-a-rock when fighters and bombers come out.
