Dramatic SFB: Legendary officers using CO's

Crew Experience would be interesting to keep but it would require a lot of
extra work. Tracking which ships were in which battle or some indication to
go from green to combat trained. I mean do we track shakedown cruises? Mock
battles which would pull ships out of service to give them experience. Any
ship just on monitor duty where no enemy ships appear what amount of
experience do they have? etc. etc.
