Dramatic SFB: Peladine T2 encounters

Well as Steve Petrick explained...paraphrased a bit...it was intended never
to allow such a thing to occur but got missed as they updated rules.  No
squadron should...be able to do this period. But...as it stands now. It is
a loophole and can be used even if it is obviously against the intention of
the rules.
