Dramatic SFB: Campaigns Fleet sizes, and total builds

 I am only in the MS Campaign at present (having just left TB campaign), one thing I have noticed, and are not a fan of, is that the Fleets are very large overall, and just keep growing a lot bigger.I know it would be hard to set limits on fleet sizes and composition, perhaps a max number of ships should be allowed (with two size class 4 for every one size class 3 or larger ship) Some of the scenarios help with this by having 1.5, 2.5, or 3.5 move cost limits. More scenarios with ship types and number  limits I think could be good. 
I know that normally a campaign means building stuff getting bigger, however this campaign format was designed for the scenario game play not the 4x build campaign types. Just having some out loud thoughts.
