Dramatic SFB: Late War - Scenario resolution

The adjudication of this scenario is thus:
The Seltorian allocates for the declared EM, drops AFC to conserve
power, enough ECM to give a guaranteed +1 shift, and max speed (with a
downshift to delay the impulse of not-moving to impulse 13).
The Tholians allocate enough power for continuous movement for the first
5 impulses, and then rapidly downshift to conserve power. The DDP holds
a pair of fully-overloaded Photons and max ECCM. The CW plots 6 to
tractor and max ECCM.
Impulse 1, the CW grabs the Seltorian despite the +1 shift (and would
have done so, even if the shift were +2). The Seltorian is now forced to
suspend EM until released (dropping the Net EW to 0.) Both drop to
moderate speeds. The DDP holds fire until at range 0, but doesn't
achieve this until the middle of the turn. The CW turns in direction A
in order to counteract the Selts movement. Doing so allows two shuttles
to mizia him on a down shield, but neither hit the tractor.
When the DDP finally reaches range, it alpha-strikes and the CW adds
it's unfired phasers. The CW is crippled and the DDP is missing a chunck
of it's forward shield. The CW then tractors the DDP to maintain it's
position to the CA.
On the following turn, the CA is killed by phasers in the very-early turn.
Result is a dead CA and the Tholians are uncrippled (though the CW was
close.)
