Dramatic SFB: Turn 2 RTA Cycle?

I'm a hairy barbarian.

When BATTLES are pending, I'm ok with waiting as long as it takes.
However, you can't convince me that a player can't scrape up a half hour to
do their orders and submit them in three weeks, holidays or not.

At the risk of sounding repetitive...
Set a deadline, and enforce it.
