Dramatic SFB: To the Federation 69th Border Fleet. Captain Cashiered as ship was intended as a gift.

The Captain of the SNP Custom Inspector #5....LT Commander Shishkoff has
been discharged from service for failing to remember to read his explicit
sealed orders upon arrival at the convoy involving the Federation 69th
Border Enforcement Squadron.

His orders specifically advised him to give the ship to the Federation to
celebrate our treaty as a show of good faith. Which was why it had a
minimum crew and had a Federation Flag which was to be flown upon arrival
as well as coming in announcing the transfer of ownership.

Instead he went in...waved and started back...at which point he remembered
he had sealed orders...and discovered his mistake. His next of kin have
been notified as to his immediate and permanent termination of service.

Therefore...the Custom Inspector #5 SNP is a Federation Ship and the
Romulans can not be considered to have in anyway have sent a Romulan ship
here in violation of our treaty.
