The campaign rule section being referenced is in the combat section:

/Each encounter includes information on where to place the forces and 
how large a map to use. They also include the conditions in which to 
determine the winner (usually by using the victory conditions in (S2.2).)/

As printed in the rules (and reprinted here), you use the victory 
conditions that come with the scenario. The statement referenced here 
(e.g. to use (S2.2) ) is not worded in such a way to override what a 
scenario has printed in it's own text. It merely makes the comment that 
(S2.2) is often the victory conditions of the scenarios. This is no 
longer the case with most scenarios, but the comment had been deemed 
harmless enough to leave alone.
