Dramatic SFB: The ISC is dead long live the Romulans

All right guys, just a heads up.


I worked out a solution to my problems with Matt,


I will trade in my ISC empire for Romulans.  The switch should take place before the next turn starts.


So as far as I know my borders will remain the same.  Only my ships will change.
