Dramatic SFB: Levels of Victory

 In the campaign rules, it notes that usually for victory conditions use rule (S2.2). Is (S2.2) used in scenarios as well as the victory (level) conditions in the scenario rules, or are just the victory levels written in the scenario used instead of rule (S2.2)?
Also note fellow players that stalemate rule (S2.27) is in use.
