Yes. You can see your current income in the left-sidebar when you log 
into the game. This portion of the sidebar includes your income, your 
stockpiled EPs, and your empire score.

> Is the "base income" consistent or does it grow each turn automatically?

It will not grow or decrease. it will remain consistant
