Dramatic SFB: Drone Speed Costs

I could probably work on this if it's within my abilities. (I'm guessing
the ship info is in an speadsheet or .xml file?)

Of course, if the error is just that drone speed costs are doubled in all
cases, someone could probably write some kind of macro to fix things all at
once--but that's beyond my skill at this time.
