<p>The Lyrans are like the Kzinti and Klingons, in that they have a
pair of tugs. The Puma is a self-described "Transport" tug and the
Couger is a self-described "Combat" tug. Since the Caro Tug
scenario states to use a "Non-Combat Tug", the Lyrans would use
the not-Couger. Thus the Puma is their tug of choice for that
scenario.</p>
<p>I realize that the Lyrans have tug-like abilities in their
Prairie Cat. But since that is a "Survey Cruiser" and not a "Tug",
it would be ineligible to fill the freebie-tug spot. Likewise,
LTTs (as a class), Theatre Transports, etc.. are not tugs and
cannot be used here (unless so stated in <a
moz-do-not-send="true"
href="http://sfbdrama.mattnet.org/docs/rules.html#empire%20rules">the
individual empire's special rules</a>.)<br>

<p>It is a deliberate omission. There is no penalty for either side
if they lose that scenario. Only a reward for the winner.<br>
