Marcel has it right. Additionally, there is a description of refits
in <a
href="http://sfbdrama.mattnet.org/docs/rules.html#empire%20rules">the
empire summary of the campaign rules</a>. the "m" refit is in the
"All" section. Many races have their own section for refits as well.<br>
