Dramatic SFB: GWO Going down

So it sounds like there's some interest in a Y176-ish game. Wayne told 
me he wanted to avoid a truly "late-war" game, so I can do something 
like 3 turns per year and we can probably call it after 15-ish turns 
(which is the start of Y180.)  Sounds ok?
