Dramatic SFB: A Second Campaign

Hey folks. I'm thinking of starting a second campaign, to run alongside 
the General War Operations campaign. This one to use the "Big Ships" 
variant <http://sfbdrama.mattnet.org/docs/rules.html#formats>.

I'm thinking of a Y183 game, but am open to other starting years. We 
don't really need a technology increase in this game, so will probably 
run with 4 turns per year.
