Well, this is someone who was going to be part of the initial release of 
the campaign, and was a little late getting their stuff in. But no 
blood, no foul.

A second Hydran joins the fun, being wedged in between the 
Jindarian/Tholian borders and the Hydran/Seltorian borders. So, there's 
a Hydran Civil War brewing (just like in Romulan space), the Seltorians 
saw no difference in their borders except in who manages the opposing 
province, the Tholians will see zillions of flies --err, fighters in 
their webs, and the Jindarians now have *both* Hydrans to contend with.
