Dramatic SFB: New "Main" Campaign

I am all for a campaign
I would love to see more fixed move costs/bpv scenarios weaved in. I have
played in way too many campaigns where I have gotten in maybe 0 fights the
entire game. Gotta be a fix for this somehow.
