Dramatic SFB: Jindaran Bomber dates

Well G3 shows it as 173. SPP did comment on the board that the 169 was also
a valid date. Reason being, especially in campaigns is that it could have
been built if they did what was needed to build it, Had the construction
space, and did not keep modifying it. The Klingons failed to build it on
time for so many reasons. Some other empire or campaign might have decided
to "get er done."
