Dramatic SFB: Jindaran Bomber dates

I spoke with Matt earlier in the campaign about building a B10, and my
understanding from that conversation is that the Y169 date is conjectural -
since the empire began construction in 169, but that the Y195 should be
considered the earliest YiS date for AoPFs (which is, of course, outside
the scope of this campaign) since we aren't using conjectural ships.
