Dramatic SFB: Missing new construction vessels

I'm not quite sure what exactly you mean by "last phase". However, you 
are probably running into a turn-sequence issue. Check the Dramatic 
Universe Campaign Knowledge (DUCK) for the full sequence-of-turn.


What I refer to explicitly, is that all build orders are to be given in 
the first segment of the turn (when you assign ships to scenarios.) Any 
build orders given in the second segment of the turn (when you declare 
winners, losers, cripples, dead, and "gifted" ships) are ignored.
