Dramatic SFB: Bringing the band back together

160 would be bad for any seeker race with a few exceptions (paravians)
races with "full" weapons power at the start (Klingons, feds) would have a
pretty significant advantage over Hydran's, Kzinti, Romulan's (sublight??),
Gorns etc.
