I have done the set up for The Sinking of Two-Moons 4139 scenario in a saved game (done most expendables, not certain about how to do fighter loads?). Ships and F-S freighter are set up, I can do WS roll, and possibly turn one today/tonight, if you are not occupied with your Klingons attacking other areas...:)
