Dramatic SFB: ? on some builds, and deployments for ISC

(some thing different then main ships defending convoys, I am intending to build local defence forces for some home defence scenarios,.. just thoughts)


Well..you'll notice that "general" units are not in your build list. 
Therefore you can't build those.

If you're talking about the "national guard" units, those are in the 
build lists and are legal
