If a player assigns fleet elements that are illegal with what he can do, 
he must drop ships from his fleet until it is legal. The owner may 
designate which ships leave and which ships stay, as long as the 
remaining fleet is legal.
If there are no ships remaining when that player is done, then they lose 
the battle. If ships do remain, then play on!

After leaving out ships, the other side knows what the fleet composition 
is before setup begins.
