I agree with you.
They do not get them period. What I was stating was TRH base = 1/2 the
equivalent power. Since TRH bases are 2 turn arming.  But they can reach
almost as far, all Andro bases use TRH’s where a P-4 would go. It follows
game history cannon(? I forget the proper spelling?)

Converting it into a P-2 base turns them into defense only bases.

And so again if anyone is still confused andros never get P-4  (outside of
simulators)

also finally the scenario gives the planet 3 of them for difficulty we
would be replacing them with Nerf bats.

And why we are having this discussion is I said hey the andros don't get
P-4 not to make them op
