Dramatic SFB: Peladine T2 encounters

That no fleet is a fleet....that does not have at least least a full
squadron. So this only becomes a factor at 3 Leaders. 2 D5Ls could be there
for 4 ships. But that group and a D7C as per the rules is fine...because
the D7C is the Flagship.
