Dramatic SFB: Number of Econ PT

 In the TBW, I have an Econ PT income of 60, a Econ PT Stockpile of 83, and I get 105 Econ PT from scenarios this turn.
Do I get all those Econ PT (total 248) to use for builds this next build turn?
