Dramatic SFB: Refit Raid?

 In the Refit Raid scenario (#3967) does the scenario provide the, no more than 100bpv ship to be in the MCD, or is it one of the ships the player sends to the scenario?
If so, then it looks like the Lyran force deployed to scenario #3967 can not be used?
