Dramatic SFB: Ground Base's

My fight (Colony Raid #3672)(Androk def)
give me  on my M class planet3 GMG, 3 GBDP, and 6 ground-based heavy-weapon
bases, WS-II
Heavy Weapon's are easy so are the GMG(AGMG), but the GBDP is a Phaser-4
base and I am pretty sure those are outlawed in this game. So are they
legal or do they turn into more Heavy weapon bases?
