Dramatic SFB: Late War T4

and please please change those missions that have

Defender defeat   loss of border
and a tiny bit of EP (30)

to
Defender Win: high EP
defender looses a border
more attacker EP
Attacker gains newborder

so every mission everyone avoids isn't  a shot in the foot for a measly
30EP and loss of potential income border
