 Don,
After looking again at the scenario (your FFG+ can start up to five hexes from the GCL) the FFG+ Fishbol of the Kzinti Laser Pointer Toy Manufacturing Conglomerate can disengage if it choses to, and the Kzinti Battle Group One Fang will let the frigate go (some of the marines that are already on the GCL at the start may find it hard to get back to the ship).
