Dramatic SFB: Turn 2 RTA Cycle?

Well
In a campaign with 16 players, it is bound to have one or two players that
won't take the 5 minutes to give theirs orders even if it means to have all
the other players on hold.
Perhaps it should have a hard deadline or players that don't feel like
playing should resign.
When you join a campaign, you should be sure to be able to commit to it or
otherwise, just don't join.

For sure, it is going to be a VERY SLOW campaign.
