Dramatic SFB: Finishing Fleet Build

One of the things being talked about was a more definite victory condition.
The More no border penalties is a way of closing off the other players
borders. To end a game faster. Again however closing borders closes yours
as well.. perhaps a close border and open new border scenario. Thus You
close some ones and get a new one?
