Not entirely true... The Peladine, for example, would find that their 
only neighbor is the Lyrans. And where the Romulans have two players, 
only one of them would be "Federation-facing" (the other is presumably 
in the other half of the empire.) Other empires are in similar straits.

But indeed that the Federation players would, probably, each have some 
of the largest starting borders.
