Dramatic SFB: Empires in the Late War Campaign

 I like the Idea of the Echelon for the Late War, my first choice would be the ISC, second Kzinti, third Gorn, fourth Federation. fifth Lyran.
? Matt are the  following Empires not included in this Late War campaign: Paravian, Peladine, Carnavon, Vudar, (I would think  LDR, WYN, and Orion are not).
