I had less fleet when I started in this campaign, and still have a fleet that is less in power to most. I try to fight battle I can win, and make treaties, or allies, all to help to get some bpv to spend.
I think if you want some "balanced"  scenario battles (ones that both sides are happy to play the battle out), inform your opponent of your force that is being committed to a scenario. (this is what the Flaming Rage Lyran are going to do this next turn)
