Dramatic SFB: New Lyran

 Greetings to the new Lyran player in the campaign,  the Flaming Rage Lyran offer a border agreement. On our borders the Flaming Rage will not attack border scenarios with a - EP  to the defender (no ships will be sent, other scenarios we can fight for with perhaps 1-3 ships).
