There is not. Neither is there an exception that allows an escort (the 
Gorn CLA) to show up by itself.
Since both ships are obligated to retreat, this ordinarily become a 
"dropped" scenario (no result for either party.) Therefore, both players 
should give no orders as to the winner of the scenario. With no declared 
winner, the software should drop the scenario.
